CPDA Applauds House T&I Committee for Advancing Clean Water Act Permitting Reforms

KEY POINTS:

  • CPDA commends House T&I Committee for advancing legislation that provides regulatory clarity and streamlines permitting under the Clean Water Act.
  • The bill advances CPDA-supported reforms to eliminate duplicative NPDES requirements for pesticide applications already regulated under FIFRA.

ARLINGTON, VA – The Council of Producers and Distributors of Agrotechnology (CPDA) today applauded the House Transportation and Infrastructure Committee for approving the Promoting Efficient Review for Modern Infrastructure Today (PERMIT) Act, which includes H.R. 3824, the Reducing Regulatory Burdens Act.

The package advances targeted reforms to improve the efficiency and clarity of the Clean Water Act permitting process, including provisions supported by CPDA to eliminate duplicative permitting requirements for certain pesticide applications.

“This is a commonsense step that cuts red tape without compromising environmental protection,” said CPDA President and CEO Terry Kippley. “Our members commend Chairman Graves, Subcommittee Chairman Collins, and Representative Rouzer for their leadership in advancing practical reforms that improve regulatory certainty for applicators and producers.”

CPDA previously submitted a letter of support to the Committee urging the advancement of H.R. 3824, which clarifies that pesticide applications compliant with the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) do not require redundant National Pollutant Discharge Elimination System (NPDES) permits under the Clean Water Act.

“The Committee’s action brings long-overdue clarity for applicators who already operate under FIFRA’s rigorous standards,” Kippley added. “This bill ensures that the rules are consistent, workable, and allow growers to act confidently when pest pressures threaten crops, yields, or public health.”

The PERMIT Act now advances to the full House for consideration.
