CPDA Welcomes Senate Farm Bill 2.0 Discussion Draft
- CPDA welcomes Chairman Boozman’s draft as a key step toward a bipartisan, five-year Farm Bill that provides long-term certainty for agriculture.
- The draft advances CPDA priorities on conservation delivery, Technical Service Provider certification, and practical, coordinated pesticide regulation.
ARLINGTON, VA – The Council of Producers & Distributors of Agrotechnology (CPDA) today welcomed the release of legislative text for Farm Bill 2.0, the Agricultural Act of 2026, by Senate Committee on Agriculture, Nutrition, and Forestry Chairman John Boozman.
CPDA commends Chairman Boozman for continuing the work toward a full, five-year Farm Bill that can provide greater certainty for farmers, ranchers, rural communities, and the businesses that support American agriculture.
“America’s farmers and rural communities need the certainty of a modern Farm Bill,” said CPDA President and CEO Terry Kippley. “We appreciate Chairman Boozman’s leadership in keeping this process moving forward and developing a comprehensive proposal focused on the people who feed and fuel America. We look forward to Congress working across party lines to build on this progress and deliver a bipartisan, five-year Farm Bill that supports agricultural productivity, strengthens rural economies, and keeps American agriculture competitive.”
The legislation includes meaningful improvements to the voluntary, incentive-based conservation programs trusted by producers. It creates a clearer and more transparent process for establishing and updating conservation practice standards to reflect advances in science and technology. It also streamlines the certification process for Technical Service Providers, helping farmers access qualified expertise and implement conservation practices more efficiently.
CPDA is also encouraged by provisions that would improve pesticide regulation by providing the Environmental Protection Agency additional time to meet registration review requirements and strengthening coordination among EPA, the U.S. Department of Agriculture, and other federal agencies. Better coordination, reliable agricultural-use data, and consideration of real-world economic impacts are essential to ensuring regulatory and conservation requirements protect the environment while remaining practical and workable for producers.
CPDA looks forward to working with Chairman Boozman, House Agriculture Committee Chairman Glenn “GT” Thompson, members of both committees, and congressional leaders to preserve these important improvements and strengthen the final bill through support for applied crop production and crop protection research, including research on adjuvant technologies. Together, Congress can enact a bipartisan Farm Bill that meets the needs of farmers and rural America.
About CPDA
The Council of Producers and Distributors of Agrotechnology (CPDA) is the Business Council for Agrotechnology. Our members provide and distribute the adjuvants, inerts and post-patent crop protection tools that farmers rely on. CPDA is working with EPA and Congress to cut the regulatory backlog so safe, reliable products reach the field faster. CPDA’s members comprise a nationwide network that accounts for nearly 90% of the $15 billion U.S. crop protection market. For nearly 40 years, CPDA has championed science-based regulatory policies that protect the environment while preserving growers’ access to safe, effective crop protection tools. We’re also advancing ESA compliance options like drift-reduction adjuvants that reduce no-spray buffers.
